I think people misunderstand "power".
It's silly to say that it uses 100% since nobody knows the limitations of any piece of hardware - it's all pen-to-paper theoretical "jargan".
What 100% means in the industry is that they have 100% processor uptime - meaning all available processor cycles are being used.
That doesn't mean another game coming out after will not be able to exceed it - optimization can happen to make algorithms use fewer processor cycles and calculate faster - thus opening a bit more headroom to squeeze in more processor cycles for algorithms currently not implemented.
Technically - any game can use 100% of the PS3's power if the devs use those processor cycles diligently and efficiently. That still does not mean, however, that the theoritical "ceiling" of technology has been met.

especially with ps3s crazy architecture

Actually the PS3 does support 3D (didn't you get the news a few weeks back?). Yes the PS3 does have a 1.3 port but that's not a huge limitation. HDMI carries digital information out, so Sony updated the PS3 to output the information in a 1.4 format (pretty simplified explanation). The only limitation is the bandwidth and it seem that Sony doesn't have that issue (considering the PS3 can fully output 3D now). Also the game will be running at 720p and 30FPS for both 2D and 3D according to the Euorgamer interview.
you are wrong with your assumption, ps3 does not support 3D to full extent. again for you because you are obviously slow, they have to use interlaced scanning to half the bandwith thus they can "imitate" 3D which again means that the quality is worse. You probably wont notice the difference the same way you dont notice the difference between 1080i & 1080p, unless you look for it but anyway everyone that has already seen a 3D movie in the cinema knows how the eyes tire out after an hour, with interlaced scanning this will be even worse. at most the ps3 is 3D ready.
