8v8 maybe but not 4v4. It's still to big for that in my opinion. With the small maps you won't really need to worry about having small amounts of players. There is no splitscreen so that nixes one need for them. Most of the servers you join will be pretty full. 4v4 just isn't a whole lot of fun though (I've tried, but maybe my experience was hampered by the map?).
