You beat all the main storyline missions, or get all 100 hidden packages.

If you beat all the main storlyline missions, it will appear at the army base. If you get all 100 hidden packages, it will appear at the army base and on the south part of the first island on a helipad.

no u don't have to get 100 packages to get the army helicoptor. If you get to the mission where you have to dress up like a cop u can get the cop uniform in the locker room of the police department on the frist ilsand by the malibu club. Then all u have to do is go to the base and walk right in. They won't shoot you because u r in a cop uniform. So u just walk around to the army helicoptor and then bam u got it.
