No, actually. There are two ways to get the Hunter, and they are both in different spots. After you beat the final mission of the game, there is one in Fort Baxter. When you get 100 packages, there is a helipad surrounded by trees and bushes on the first island not far from the stripclub near a bridge where another Hunter is. So if you have beaten the game AND collected the packages, you have two Hunters at your disposal.

The Hunter appeard at Fort Baxter on my game after getting all 100 packages cuz this was like the 3rd thing i did, i havnt seen the 2nd hunter parked in the trees, but i probably havnt looked for it either

It's hard to find, I forget exactly where it is. By an end of the beach I'm pretty sure. Near the southernmost bridge if I'm not mistaken.
