i am so curious about how the speed blur animations on rims is done. it looks freakinf real. other games give kinda 2d feel in rims at speed. but gt5 has something magical that i cant understand.

It does look good, eh? I presume that is a result of frames per second, but I don't know a lot about it. I watched a replay, recently, and noticed that PD does it for effect, not reality, When the real car is at speed, the tire markings would be more of a streak than they are in GT, but what they did sure looks good.
this is highlighted very well in photo mode, where one can see the effect of time elapsed while the shutter remains opened. that creates a realistic blur effect.
other games may come close to competing with GT in many areas of their games, but nothing has come close to GT's Photo Mode IMHO.
GT appears to render the wheel spokes the whole time and adjust how they look based on the speed, rather than replacing the rim with a blurred rim.
example: photo mode looks best when you decide what level of motion blur you need to make ths shot look amazing, not just mediocre. Here are some of what I think are my best shots...
Here is one with a photo mode trick applied to it, known as "Lens Flare Capturing" which I'm not sure if it still works since recent updates. It was kind of an exploit really... but looks cool!

I've just looked at several hundred GT5 photos (typed GT5 photos and GT5 photos night in Google). I haven't found ONE yet with any brake disk glow... even those at night. Perhaps you could link to some?
Perhaps you are thinking of some that have been Photoshopped?
Here's a couple I had on file from a while ago..
So far as I know it can only be seen on premium cars but it's definitely there. The car I used in those pictures was the premium Ford GT.
