The cost of the Tank Car is about 4 million credits...which is well over the trade limit.  You may have better chance to flip a level 12 ticket, or make use of the GT5 car database to find out when it is coming for you.

You are in luck....the Tank Car is now avallable in the Online Car Dealership.  You do need 4 million credits to purchase it though.

i have a tank car and i will trade for 88' accord coupe and Mitsubishi CZ-3 Tarmac Rally Car and Nissan SKYLINE GTS-R (R31) ’87 and Nissan GT-R SpecV (GT Academy Version) ’09. i would to this over paying 4 million credits for it. or i can give you a car in the regular car dealers for under 300,000 as long as you give me one of these cars.

The Jay Leno Tank Car cannot be traded due to the 1 million dollar price cap. It is however the prize car for winning the American Championship in A-Spec Extreme Events.
