Cooldown on equipped items

I equipped Eye of the Wolf which currently has an 82 second cooldown period.

 

I've equipped my weapon and armor in such a way that I my cooldown clock is 135.

 

As such, I was expecting to use Eye of the Wolf at any time since my cooldown clock exceeds the 82 second cooldown period for the item.  But this does not appear to be the case.

 

Is this a bug or does the cooldown clock only apply to L1+x, L1+square?

 

If it does not apply to items, I'd recommend giving the wait period on items a different name (rather than calling it cooldown).

you answer your own question you a smart man what you think thes it make sense for you to use the gear and lose all forms of cool downs on your special moves think a second and you will ones again answer your own question

TC is right about things needing to be absolutely clear. It is to be expected that the desired affect would not be allowed, but it should still be stated in a more obvious fashion.

8s is too long. You're gonna get smashed before you can refill. If you are out and waiting for a refill run away from the battle so it can refill.

It should apply to all items in game that have a cooldown, including L2 Escape moves. The problem is for example the number "135" means nothing because SMS hasn't disclosed what "135" represents in reduction of cooldown time...
