I don't use router

I have an usb internet modem plug into a pc, I share this connection

I connect from pc to playstation 3 with Ethernet cable

In that case, you might be stuck with the error message until you get internet access by other means (i.e. cable, DSL).

No, I mean you might be stuck with that error message until you switch to a different internet service provider that doesn't use a cellular network. There are 3G wireless routers, but if the connection restriction is on your ISP's side, then you'll still get that error.

i have this message on my ps3 and im trying to get it off so i can get nat type 2. I use a modem and a router and I cant think of what to do to get this message off. If a router does not support ip fragments, does that mean i cant get nat type 2 ever??? Please reply, thanks.

no, im not going to worry about it, im getting another modem/router when i have the money.

I should be getting a Bigpond ADSL Home Network Gateway Modem, its costing $100 and i should have enough money sometime during the next couple of weeks. This is the one my friend has and he has NAT type 2, thats without changing any settings, besides things like passwords ect. And it's wireless.
