I purchased a one year PS Plus pass a few weeks ago when they were runnig a promo that you get $9.99 with a year pass. I never got the $9.99 credited to my wallet like they said it would. I was charged and paid the full year because of the free $9.99, so it kinda sucks that I haven't recieved it. Has anyone else had this problem or know what I need to do to fix it?

You're going to have to contact Sony customer support directly about this issue, we can't assist you here further, sorry.
Ask them to submit a refund request on your behalf, they'll want proof of the funding from you which they should be able to see anyway.
