Final Fantasy XIII is among the best as far as its story and characters, however I wouldn't say it's the best. There are many flaws that have divided the fanbase. It's a good game but the lack of open-endedness until the last 3 chapters, not getting gil from battles and sometimes vague summon battles made the game extremely lacking.
Even though it's extremely flawed, Final Fantasy at its worst is sometimes better than other RPGs at their best. We've just held Final Fantasy to such a high standard at this point that whenever a game in the series isn't phenomenal, it's immediately deemed unplayable by some.
13 is good. It's not the best in the series though.

So what is the best Final Fantasy game you have played in the series so far?
Hmm, it's interesting to see everyone's feedback. I decided the other day to give FFXIII a second chance as I'd like to try FFXIII-2 and am pretty much at the beginning. Two quick questions:
When did the story start to pull you in?
I read a bunch about character development above, when does this kick in as well?
So far I'm not feeling the characters or story.
