Anyways dude, you can only have two of them set at a time. bring up the menu and choose Limit, it will show you everythng you have unlocked for whatever character you choose. limit breaks work in sets. there are 4 sets, most characters have 2 per set, except for the fourth set which only has one (and you have to learn all the characters other limits and then acquire the item that teaches it)
Cloud for instance:
Limit level 1:
Limit level 2:
Limit level 3:
Limit level 4:
you can only have one Limit level usable at any given time. so after you learn your thrid limit break you have to set it to level 2 to use it.
learning the second limit of each set is based on how many times you use the one before it. so braver comes standard, but to learn cross slash you need to use braver a set amount of times.
same goes for learning climhazzard and finnishing touch (but with their set-mates)
learning the first limit of the next set is based on how many enemies you have killed enemies with that particular character. so to learn blade beam and meteor rain, Cloud has to land the finnishing blow to X amount of characters by whatever means he has. (not counting death spells i think)
omnislash can only be learnt after cloud gets all of the other 6, and then uses his limit manual (getting limit manuals for characters is a whole other story, but i dont think your anywhere close to having to worry about any of that)

in the limit screen there is two options "set" and "check"
set lets you pick a limit level, when you change levels your gauge gets drained and higher levels build slower.
Check lets you look at each limit break and gives you a discription of what it does.
so just set yourself to whichever level you want to use, and then next time you get a limit break you can choose from anything in that level.
There is no way to mix levels or anything if thats what your hoping for, but you wouldnt really want to anyways, higher level limits are much better, and each level for cloud has a single and a multi target attack.
