If someone sees you, then yes.

I did this in Rivet City to someone who was sleeping, in their room, closed door and the guards all instantly knew. Then I shot a different person with a shotgun, same situation, and they never noticed.

If you're sneak isn't high enough, you'll be seen.. use a stealth boy and if you can, make sure Moriarty is alone - when he's by his terminal is a good one or better yet when he's outside the saloon leaning on the rail.. just save your game before trying.. you'll get him, just might take a couple of times.
