So, I gathered up the cogs for this dude.  And when I engage in dialogue, he says something random and I cannot give the cogs to him to finish that part of the quest. 

Any ideas?

By any chance, are you currently doing the College questline as well? That could happen around the "Staff of the Magus" quest. If he is saying something like "I can't lose my research. There must be a way to save the College" then try finishing up the

College questline and then going back to him. 

If this doesn't describe your problem, then I've got nothing for you. I've only heard of a glitch with the convectors during Arniel's Endeavor, never with the cogs.
