Okay Guys... I have a solution to the SU-30696-4 error. I don't know if this applied to everyone on the board, but I just received my PS4 in the mail today, and upon trying to update to 1.50, I was met with constant failures through the system UI, so I booted into safe mode and downloaded a copy of the 1.50 update first. I had recieved the SU-30696-4 error about a corrupted update package, so I then downloaded the update file that was approximately 1 GB and tried to initialize the system from scratch... Received the SU-30696-4 again. So... This is what I did to fix the problem.
I removed the PS4 hard drive. Then, since I didn't have any sata cables to attach the drive to my tower, I swapped the hard drive of my laptop and replaced it with the PS4 hard drive. After that, I at first tried using a bootable usb utility like Hirens Boot CD to write zeros to the hard drive, but had an issue with hard drive discovery. So I took out my windows 8 install usb and deleted every single partition on the hard drive, resulting in an unallocated hard disk drive. After that, I swapped the hard drives back out, downloaded a fresh copy of the full 1.50 update, initialized the system. And...Voila! Working like a charm... For now, at least.

This might fix a lot of error codes that have been appearing. There seems to be some serious file corruption with the previous system files. If all else fails, try this before sending it in for servicing.
I had a similar issue in that I was using a wifi-based ISP which defaults to a logon page when I first connect or re-connect. The way round I stumbled upon was to go to the "User's Guide" under Settings which opened the internet browser without having to sign in to the PSN and I was automatically directed to my ISPs logon.

Formatting the HD is a waste of time.
I took the HD out and dropped a new one in. same issue. So.. It's clearly a ROM error. Only one thing to do. Return to Sony for a repair
[after thought] Unless Sony can got a hot fix into an Update PDQ?
