*CONFIRMED* Black Ops Perks & Killstreaks

Perk 1
Lightweight - Move Faster (Pro)
Scavenger - Pick up ammo from fallen enemies. Replenish lethal grenades. (Pro)
Ghost - Undetectable by the Spy Plane and the Blackbird.
Flak Jacket - Reduces explosive damage.
Hardline - Killstreaks require 1 less kill.

 

Perk 2
Hardened - Bullets penetrate better.
Scout - Hold breath longer.
Steady Aim - Increased hip-fire accuracy.
Sleight of Hand - Faster reloads.
Warlord - Equip two attachments to your primary weapon.

 

Perk 3
Marathon - Longer sprint.
Ninja - Silent movement.
Second Chance - Pull out your pistol before dying.
Hacker - Ability to detect enemy equipment and explosives.
Tactical Mask - Reduces the effect of flash and concussion grenades.

 

Killstreaks

  • 3 – Spy Plane
  • 3 – RC-XD (remote bomb)
  • 4 – Counter Spy Plane
  • 4 – SAM Turret
  • 5 – Care Package
  • 5 – Napalm Strike
  • 6 – Sentry Gun
  • 6 – Mortar Team
  • 7 – Attack Helicopter
  • 7 – Valkyrie Rockets
  • 8 – Blackbird
  • 8 – Rolling Thunder
  • 9 - Chopper Gunner
  • 11 – Attack Dogs
  • 11 - Gunship

So here are my thoughts overall...

Hardline - Killstreaks require 1 less kill. - Once again, this should be far more useful now that it's not competing with SP.  And it should help balance the fact that killstreaks don't contribute to other killstreaks.

 

Perk 2
Hardened - Bullets penetrate better.  -FMJ is back as a perk. Meh.
Scout - Hold breath longer. -Re-separated from Steady aim.
Steady Aim - Increased hip-fire accuracy. -Never really used this perk all that much. I imagine it'll take backseat to things like sleight of hand and Hardened.  
Sleight of Hand - Faster reloads. -Will the pro version have faster ADS? Hopefully not.
Warlord - Equip two attachments to your primary weapon. -Bling with a different name.

 

Perk 3
Marathon - Longer sprint.  -'Dat rushing.
Ninja - Silent movement. -The godsend for players with headsets.
Second Chance - Pull out your pistol before dying. -If this features revives like it did in W@W I'm Ok with it.
Hacker - Ability to detect enemy equipment and explosives.  - Bombsquad and Sitrep under a different name.
Tactical Mask - Reduces the effect of flash and concussion grenades.  - Should help with that oh so annoying stun grenade spam.

 

Killstreaks

  • 3 – Spy Plane - Standard UAV.
  • 3 – RC-XD (remote bomb)  - This has always seemed really gimmicky to me but it could be fun.
  • 4 – Counter Spy Plane - Standard Anti-UAV
  • 4 – SAM Turret - A killstreak to shoot down killstreaks? It really depends on how effective this thing is, and if it needs to be manned.
  • 5 – Care Package - Does this include all killstreaks?
  • 5 – Napalm Strike - A FREAKING WALL OF FIRE. YES. YES.
  • 6 – Sentry Gun Decidedly "meh".
  • 6 – Mortar Team - Any news on what this is supposed to mean?
  • 7 – Attack Helicopter - Standard attack heli.
  • 7 – Valkyrie Rockets - The words "Valkyrie" and "rockets" are in this killstreak, so it has to be good.
  • 8 – Blackbird - Pavelow?
  • 8 – Rolling Thunder - The upgraded version of Napalm strike is what I've heard.
  • 9 - Chopper Gunner
  • 11 – Attack Dogs - Well it's good to see these bumped up to an 11 ks, but then again...dogs...
  • 11 - Gunship - AC-130. No

These perks look like they will bring great gameplay! Now without stopping power in the game I waon't be forced to use overpowered gunsjust to survive!
