I couldn't redeem the dlc because I had no internet, and I beat the game and got it back, and want to know if and how I can play them, without creating a completely new file.

You can play it any time. Preferably sequence 10 at least to me. I mean I accidentally started it and Connor was like "HOW DARE YOU ASK ME TO DO SOMETHING AFTER WHAT YOU'VE DONE" and I was at sequence 7 so I was so lost as to what was going on and why he was mad at Washington.

But yea. Can do it any time

i have been in new york, but nothing happened. Do i need to enter from the frontier?

You can do the mission at any time.
