turbo controller cheating?

what a turbo does  is say you have a gun with 3 bullet seting like the m16  if you press the button once it shoots 3 bullets...  but if you have turbo u hold it and it shoots like a atumatic. Is this a cheat in your opinion ?!

    i just want color code for my quote  thats all tell me how that cheating it doest efect any 1  it just make your quote super cool

    be quiet sniper  ya today i had like a 7 or 8 year old and he kept on talking non stop it was sooo anoying
